Subject to the provisions of this Constitution, Parliament may from time to time by law make provision with respect to all matters relating to, or in connection with, elections to either House of Parliament or to the House or either House of the Legislature of a State including the preparation of electoral rolls, the delimitation of constituencies and all other matters necessary for securing the due constitution of such House or Houses.

Subject to the provisions of this Constitution, Parliament may, from time to time, by law, make provision with respect to all matters relating to or in connection with elections to either House of Parliament including matters necessary for securing the due constitution of the two Houses of Parliament and the delimitation of constituencies. 

 
Draft Article 290 (Article 327, Constitution of India 1950) was discussed on 16 June 1949. The Draft Article gave Parliament power to make provisions with respect to elections to the Legislatures and delimitation of constituencies.  

 

The Drafting Committee Chairman moved an amendment to change the powers of the Parliament to include preparation of electoral rolls.  

 

The Assembly accepted the amendment and adopted the Draft Article.
