Article 151

Audit reports

(1) The reports of the Comptroller and AuditorGeneral of India relating to the accounts of the Union shall be submitted to the
President, who shall cause them to be laid before each House of Parliament.

(2) The reports of the Comptroller and Auditor-General of India relating to the accounts of a State shall be submitted to the Governor of the State, who shall cause them to be laid before the Legislature of the State.

Article 127, Draft Constitution of India 1948

The reports of the Auditor-General of India relating to the accounts of the Government of India shall be submitted to the President, who shall cause them to be laid before Parliament.

Article 151, Constitution of India 1950

(1) The reports of the Comptroller and Auditor-General of India relating to the accounts of the Union shall be submitted to the President, who shall cause them to be laid before each House of Parliament.

⁠(2) The reports of the Comptroller and Auditor-General of India relating to the accounts of a State shall be submitted to the Governor or Rajpramukh of the State, who shall cause them to be laid before the Legislature of the State.

Summary

Draft Article 127 (Article 151) was debated on 30th May 1949.

A member proposed the only amendment to this Draft Article, to substitute the words ‘Each House of Parliament’ for the word ‘Parliament’.

The amendment was accepted without debate. The amended Draft Article was adopted on 30th May 1949.
