Sir,
I have the honour to inform you that in response to the directive issued by the All India Federation of Ministerial Officials, Associations, 29th Feb.1948 was observed as an All India Ministerial Day throughout the Provinceof Bombay and the resolutions passed at the 4th All India Conference which are appended herewith have been reiterated by all the district units of this Federation.
As per instructions from the Executive Committee of this Federation I earnestly request you to kindly take action on the following resolutions.
1. Please instruct all the Provincial Governments except Bombay, to im[unclear]plement the recommendations of the Central Pay Commission Report in respect of pay and allowances of their subordinates with effect from 1-1-1947 on the analogy of the action taken by the Govt. of India and Govt.of Bombay.
2. Please move the constituent Assembly to make a provision for a seat elected on adult franchise in the Dominion Parliament as well as Provincial Legislatures through the Ministerial Constituency.
3. Please issue instructions to the Government of Madras to withdraw orders of heavy disciplinary punishment inflicted on the Madras Non-Gazetted Officers due to their recently going on strike from 15-12-47 to 21-12-47, since there was honourable settlement between the Government and the Madras Non-Gazetted Officials Associations and moreover they have pledged their loyalty to the Indian Dominion and the Madras Government and follow and practise Mahatmaji’s noble ideals of Truth, Non-voilence, Love and Universal Brotherhood.
An early action may kindly be taken in the matter.
