Regarding the Constitution for India - Loke Sangh

In collaboration with

CAP 11.1

From:- THE HONORARY SECRETARY, ‘LOKE-SANGH’ , P.B.219,NEW DELHI.

Shree Hon’ble Sardar Vallabh Bhai Patel
N.Delhi,.

Dear Sir,

CAP 11.2

REGARDING THE CONSTITUTION FOR INDIA.

CAP 11.3

Now that FREEDOM is dawning on India and  the masses are anxiously looking forth to the working of the Constituent Assembly in New Delhi, the common man-in-the-street does not find any vital change in the atmosphere around him. He finds the same old demoralised officials in every walk of life. He sees the same discourteous staff in essential services like the judiciary and police. Medical service continues to be almost out of reach for him. Education for his children is expensive as it used to be. Exploitation of man by man continues unchecked, as before. Non productive labour like that of the brokers and speculators remains permitted by the state. He cannot own the stocks of food and clothes which continue to be for the ‘selected few’. Thus for him all the fond hopes of swarajya and independence remain an idle dream. Let us all try for a real revolution in the country which should substantially improve lot of the common man in this country. And it is with this end in view that we are addressing these lines to you!

CAP 11.4

The line of thought as being persued by our representatives in the Constituent Assembly falls much short of any ‘ideal constitution’ for us. A large number of staunch Congressites do not agree with it. Even Mahatma Gandhi does not feel satisfied with it fully. And the  reason is not far to see. This constitution as contemplated by us does not differ in its fundamentals from the old form of alien government except to the extent that the men at the helm of affairs have been replaced by Indian ones. Capitalism with all its demoralising effects and anti-social activities remains free to sap the energies of our masses. Such constitutions have more than once tried in several countries in the east and west and these have invariably resulted in war and man-slaughter on a very gigantic scale. India cannot and should not repeat the same game. Here every man and woman demands freedom from the yoke of capitalism. We should all of us get ample food, clothes, and residence along with adequate arrangements for our children’s education, and medical service  in times of need. Every one should have the same equal opportunities for progress and advancement in life.

CAP 11.5

Those  who have been entrusted with the task of national reconstruction should particularly see that (1) public services are made to acknowledge the common man as their real employer, (2) non-productive  works be banned by law, (3) full use is made of the manpower employed in the governmental machinery, and (4) the governmental machinery should not cost the nation heavily. In addition the above noted ‘exploitation of man by man’ must cease once for all. Amenities and necessities of life should be easily procurable to every man, woman and child of the nation.

CAP 11.6

The management of the LOKE-SANGH have carefully studied the various constitutions of the different systems of Governments as being carried on in other countries of the world, and have chalked out a new constitution for free India. Particular care has been taken by us to base it on such fundamentals as assure maximum of real freedom to the individual to serve himself and the society, make all the basic necessities of life easily procurable for every one, create a very healthy atmosphere of mutual good wil and service among all the [unclear] up-bringing[unclear] and health for our children who are the real back-bone of our nation and to whom we look for our national life and advancement tomorrow. And all this incurs the state the minimum possible expense!

CAP 11.7

If you feel interested to know the details of this draft constitution, we shall be glad to supply you all the desired information on hearing from you. We can also send one of our representatives to you for direct personal discussion ofn the subject. Let us hope you will, with all the experience, insight and public-spirited service to your credit, realise the requirements and demands of the common man, and exert your valuable influence in getting a really useful, easily workable, and less expensive constitution passed by the Constituent Assembly in the very near future for which we always assure you of our best cooperation at all times.

CAP 11.8

Hoping to be favoured with an early reply, we beg to thank you in anticipation.

CAP 11.9

Yours faithfully
FOR LOKE SANGH
