Sir, 

I beg to suggest the following amendment in the Draft constirution of India after discussion in the consti-tuent Assembly. 

1. That there is provision in the Draft constitution of …Indiaunder artcle 212 to 214 at page IX that Indian States….. (such as those of Orissa group) may be administrated through the Chief Commissioner or Lietemany Governor or through the Governor of a neighbouring State, according to the … requirements of each case and as such under part XIV at … page 139 section 294(2) the word “.And Orissa” may be added to the word of Assam (i.e. Assam and Orissa). 

2. That under sixth schedule on page 177 fourth lines the same word “ and Orissa” may be added to Assam (i.e. Assam and Orissa). 

3. In other words I beg to suggest that those States of … Orissa group where there is a greater number of Adibasis… or sched[unclear]led tribes or castes may also be given Automomous Dists such as Gangpur Bonai Bamra Keonjhar, Pallhara, Mayurbhanj, Bolangir (Patna), Kalahandi Kharsawan and …. Saraikella etc. and those Automomous Dists should be … administrated through the Chief Commissioner or Lietenant Governor or Governors”. In my opinion that the granting … of Automomous Dists to the above Orissa States will be .. the [unclear] granting of faudamental right for them in free India. 

4. Any other amendment in this connections if necessay may be amended.
