CONSTITUENT ASSEMBLY
A 389-member body responsible for drafting India’s Constitution.

COMMITTEES
Committees were created by the Constituent Assembly comprising smaller groups of members delegated with various responsibilities.

CONGRESS ASSEMBLY PARTY
An unofficial forum consisting of Assembly members belonging to the Indian National Congress that met on the side-lines of the Assembly.

Remarks

This document was sent to Rajendra Prasad, President of the Constituent Assembly, on 20 March 1948. The author’s name is not specified in the document. The author suggested that the capital be shifted from New Delhi to the Berar division. This was because, as per the author, the Berar division was socially diverse, had fertile land, and was located in a politically and historically significant location.

Really indeed, if the question of Removing the Capital from New Delhi is dealt with unavoidably, and that I may be allowed to suggest with my honest opinion, The Berar division would be the most proper, for the following reasons.

1. It is populated with all Castes and from all India territories long since, and with agreeable situations.
