CONSTITUENT ASSEMBLY
A 389-member body responsible for drafting India’s Constitution.

Remarks

This letter dated early October 1948, sent from Siliguri to the President of the Constituent Assembly of India by B. P. Mahule, associated with the National Liberal Federation of India. It reports on a three-day meeting of the Federation’s Council held in Bombay on 25 September 1948, chaired by T. R. Venkatarama Sastri, at which the Draft Constitution of India was discussed. The Council resolved to submit a set of suggestions on the Draft Constitution through a forthcoming Sub-Committee report. The letter highlights one specific point of disagreement: the Council opposed the proposal to reorganise provinces on a linguistic basis, rejecting plans for the formation of provinces such as Andhra and Maharashtra on those lines.

CAP 20.2

Dear Sir,

The Council of the National Liberal Federation of India met at Bombay, on the 25th September 1948 for three days. The Council passed the resolution of suggesting manifold suggestions to the Draft_ Constitution of India, prepared by the Drafting Committee. Mr. T.R. Venkatarama Sastri was the president of this Council as above named of Bombay meeting.

CAP 20.3

Sub-Committee report on the Draft _ Constitution of India will be forwarded to the Honourable the President shortly.

CAP 20.4

One Resolution of the Constituent Assembly of India, the Council does not approve. It is this that the formation of new provinces on Linguistic bases. Andhra, Maharashtra and many other provinces are now to be formed according to the category of the Linguistic basis. This scheme, the Council of the National Liberal Federation of India does not approve.
