E[unclear]verbusy as you are, Sir, I hope you will pardon m for taking your few minitues 

CAP 29.3

Not being acquainted with any member of the Con Assembly I send you herewith, my humble suggestion for your serious consideration, and, if you, Sir, think it to be re[unclear]asonable, kindly (if you can not do it yourself) have it sponsered by an Hon member of the Conn Assembly for incorporation in the Constitution, if passed by the said Assembly. I had sent the same suggestion by a letter to the Times of India Bombay (a true copy of which is herewith enclsed) which the paper published it in an abdriged form in its issue dated 14th may 1949. A true copy of the letter as it was published by the paper in an abdriged form is also sent herewith for your perusal.

But I doubt wheather our Union Fovt has considered it and even if it has, wheather, it can issue a notification to that effect and hence this approach to you.

Today every chief minister heading the cabinet of a tiny State, or of a tiny States Union or of a province, or of Union of India is called and adressed as Prime Minister or Primier which looks rather cheap. 

CAP 29.7

As the Union of India is the Supreme Governing body in India only the person who heads its cabinet should should be called and addressed as Prime Minister or Primier and all his counterparts as Chief Ministers for all the self-governing units are subordinate to the Union government. 

CAP 29.8

It is to be hoped the Govt of Union of India will seriously consider this suggestion and if found acceptable will issue a notification to this effect. In a Sovereign Country only one person should be called as Prime Minister or Primier.

A. D. D., Rajkot, writes that the head of the Central Cabinet should be called Prime Minister while the heads of Provincial or Union Cabinets should be called Chief Minister because in a Sovereign State only one person can claim to be the Prime Minister.  

CAP 29.12

Sir, to me at least the suggestion appears reasonable for head of the All India Union Fovt and head of a tiny State Cabinet can not be equal even in designation. For example to read in a newspaper that “Prime Minister of Sachin State (or of any state or Union of States) will soon seek – an interview with the Deputy Prime Minister India Govt for elucidation of certain matters” reads and looks positive ly incongruous and anomalous.
