Mr. Vice-President, Sir, I think it is my duty, while moving the amendments which stand in my name, to give expression to certain general thoughts which arise in my mind, but before doing so it will be proper for me to move the first amendment, which stands in my name. Sir, I beg to move: “that in the proposed sub-rule (2) of rule 38-P, after the words ‘President shall’, the words ‘after hearing the Member who has given notice of any amendment’ be inserted.”
