Sir, what are the fundamental principles which are sought to be embodied in this Constitution? First of all, there is to be a single, equal and secular citizenship. Secondly, there is to be adult franchise. Thirdly, it is to be a Federation. Fourthly, there is to be a responsible type fo executive. I suggest that we should examine the provisions of the Constitution to see whether every one of these principles has been embodied to the fullest extent.
