But when you come to such a promiscuous on an omnibus provision as is included in sub-clause (f) which permits the Parliament hereafter to add any other item of expenditure as being in the non-votable list, then I am afraid the Constitution leaves the door very wide open to the withdrawal of the powers-to the curtailment of the financial authority of the Lower House, which I think is highly inexpedient and unacceptable.
