It is the President who appoints the judges of the High Court and they can be dismissed only by two-thirds of the majority of both House of Parliament. Therefore, Sir, if he wants to resign his office, he must address either to the President who appointed him or two the Chief Justice of India who is the highest judicial authority the land and there is no sense in his addressing his resignation to the Governor, and I do not know how the Governor can come in this matter.
