A 389-member body responsible for drafting India’s Constitution.

An unofficial forum consisting of Assembly members belonging to the Indian National Congress that met on the side-lines of the Assembly.

So, that the amended Article would read:

‘(1) There shall be a Council of Ministers with the Chief Minister at the head, who shall be responsible to the Governor and shall aid and advise the Governor in the exercise of his functions ……etc.“
