Can he contemplate any situation, where a Governor-whether you call him a mere symbol or not-will not have the power to form the first Ministry? Will he not be competent to call upon anyone, whether he has a big majority or a substantial minority? And that is a very big power of which he cannot be deprived under any circumstances.
