When there is a general desire for continuing a debate it should not be thought that Members desire to waste the time of the House. Some Members may be more fortunate than others in knowing the mind of the Drafting Committee which again appears to be a mouth piece of some powerful body behind them. But we are not, so fortunately placed. We find that the House is frequently being faced with radical amendments absolutely unawares. And although we feel the justice of your remark that debates are sometimes pointless, I will submit that new ideas are often thrown out for the first time and Members have no time to consider and study them and send in amendments. The absence of amendments, therefore, does not mean that there are no objections. That is why Members are forced to some extent to air their grievances in a general manner and that inevitably leads to some pointless debate. The remedy is that Members should be given ample time in advance to consider new proposals and suggest amendments if they think proper.
