Mr. Vice-President, I may say at the very outset that I do not wish to enter into any controversy so far as the provisions in the proposed clause 3 of this Bill are concerned. My remarks and observations are going to be confined to the proposed change in Section 291 of the Government of India Act. In spite of the fact that I changed my seat for the sake of hearing Shri Gopalaswami Ayyangar carefully-(I hope I have heard him at least to the extent of 75 per cent. and I hope also that I have been able to listen to most of what he had to say)-yet I do not feel convinced that it is necessary to take the House by surprise in the way the Bill seeks to do and to place such extensive and unheard-of powers in the hands of the Governor-General.
