Not yet. In order to facilitate the giving of one-third to the local boards, one-third to the graduates and one-fifteenth to labour, you must have the number as 45. The rights of labour should be recognised. Without the co-operation of labour the country cannot progress one inch. It is their right to be represented in the Upper Chamber. They have been ignored and so I have had to bring in these amendments, so that you may not disturb your distribution of the seats or the quotas to the various sections. If you accept my amendments, the problem of distribution is automatically solved, from the view-point of labour, of the teachers the graduates and the local bodies. It is also in line with your wish that each section of the population of this country should be given representation. I hope the Honourable Dr. Ambedkar will not hesitate to accept my amendments as they are so reasonable and equitable. I would also request honourable Members to see the point in my amendments and also appreciate the importance of labour in our country. You should give encouragement to labour so that it may produce more and more so that the country may progress further and further. I hope the honourable Members will accept these simple amendments without any hesitation. I thank you very much.
