Mr. Vice-President, at the outset I crave the pardon of the House for having given notice of my amendments only this morning, as a consequence of which, Honourable Members have not been supplied with copies of my amendments. This was partly due to the fact that the Drafting Committee’s draft article 150 did not reach me-I do not know whether that was the case with all-the draft did not reach me till late on Wednesday night, and so there was hardly any time to set out my amendments before this morning. I shall, however, read the amendments of which I have given notice.
