Certain elements of the Second Chamber as here proposed are to be elected; and the constituencies or electorates are to be framed in accordance with the laws made by Parliament : I take it, that it means the Central legislature, the central lawmaking body. That is to say, the local legislatures or the local authorities would not have any initial say in the composition of that body, so far at any rate as these electorates are concerned.
