Mr. President, Sir, apparently there is much clamour for the ideal recruitment on merit alone, and in independent and impartial Commission will be the only security against any favouritism or nepotism. But there is another aspect of the picture as well which should not be ignored. India is a vast country and all regions are not equally developed so far as education is concerned. Then there are sections of the nation that are more backward than the others. It is no fault of theirs that they had not had equal opportunities so far as development in that respect is concerned.
