I would like to remind honourable Members, that the speeches which have so far been made on these articles have, very little, to do with the, articles themselves. There have been speeches on the character of the public services, on the method of recruitment, who should be recruited and so forth. I will not allow any further digression, I would request Members who wish to speak to confine themselves to the articles under consideration.
