I want to make it before the amendment is moved. This item on the list which is proposed by Dr. Ambedkar will have a deal to do with the language of article 24 and I suggest therefore that this item be held over till we have passed article 24. It may be said that in any case acquisition and requisitioning of property by the Union will be a necessary factor and will have to find a place in the items somewhere. I concede that that is an important consideration and this item will have to be included, but, after we have passed article 24, we will be in a better position to frame the language of this item, because it may be that certain powers with regard to the acquisition in the States also may according to article 24 have to be vested in the Centre. I would therefore suggest that this item on the list may be held over till we have passed article 24.
