It can be the Centre only in certain respects: for instance, if the States jointly say that a Joint Public Service Commission should be constituted, then as a result of the resolution the Centre gets jurisdiction and not otherwise. In all fundamental matters, it is distributively, if I may say so, a State Public Service Commission.
