Sir, entry 77 vests in the Union Government, the power to deal with grave emergencies in any part of the territory of India. These powers are not restricted to the provisions made in the Constitution. My interpretation is that over and above the powers granted to the Centre by the articles of this Constitution, this entry vests the Union Legislature with additional powers to deal with grave emergencies affecting any part of the country. If we delete this entry it will mean that the powers of the Union Government will be restricted by the articles of the Constitution. This is a mighty power which is rightly being conferred. Therefore, I strongly oppose the motion to delete this entry from List I.
