I move : “That in amendment No. 369 of List VI (Seventh Week) for clause (5) of the proposed article 24, the following be substituted :- ‘(5) Save as provided in the next succeeding clause, nothing in clause (2) of this article shall affect the provisions of any existing law or of any law which the State may hereafter make which imposes or levies any tax or penalty which seeks to promote public health or to prevent danger to life and property.'”
