We are the Constituent Assembly. We make our own rules and anything, which you think is going to help us in fulfilling the task for which we are here, and which has the approval of the House as a whole, should certainly be possible and permissible. I submit we should not stick to mere legalistic interpretations of Rules and we should adjourn the House for half an hour which has been requested.
