Sir, I beg to move:
“That in amendment No. 20 above at the end of tile proposed new article 209-E, the following proviso be added:’Provided that the Governor or the Ruler as the case may be shall–(i) in the case of States mentioned in Part I of the first Schedule after the lapse of three years from the commencement of this Constitution, if the Legislature of the State passes a resolution recommending the making of such direction, or if no such resolution is passed, after the lapse of ten years from the commencement of this Constitution; and(ii) in the case of States mentioned in Part III of the First Schedule after the lapse of seven years from the commencement of this Constitution, if the Legislature of the State passes a resolution recommending the making of such direction and if no such resolution is passed, after the lapse of ten years from the commencement of this Constitution, by public notification make such directions’.”
