If the Parliament is to function according to this article and if any such step is taken only after the views of the Legislatures of the State or of each of the States with respect to the proposal to introduce the Bill are received, the article will never come into operation, it would make it utterly impossible. It was on the definite understanding that this is a consequential amendment that we gave permission to reopen this.
