Mr. President Sir, I beg to move:
“That with reference to amendment No. 3163 of the List of amendments, (Vol. II), for article 296, the following be substituted: ‘296. Subject to the provisions of the next succeeding article the claims of all minority communities shall be taken into consideration, consistently with the maintenance of efficiency of administration, in the making of appointments to services and posts in connection with the affairs of the Union or of a State for the time being specified in Parts I & III of the First Schedule. Explanation.–Among others Muslims, Christians, Sikhs, Anglo-Indians and Parsees shall be recognized as minority communities.'”
