May I rise to point of Order? The words of my amendment No. 64 only refer to “all matters relating to the safeguards”, that is only where safeguards are provided by the Constitution. No safeguards have been provided for the Muslims, Christians, Sikhs and Parsees. The only safeguards in the Constitution so far accepted are with regard to Anglo-Indians and the Scheduled Castes and Scheduled Tribes. Therefore, Sir, my submission is that there are no safeguards for the other communities and this amendment is out of order.
