May I explain the procedure to my honourable Friend? The procedure will be like this: in the same way as a Select Committee’s report is taken into consideration by the House. The report of the Select Committee will be kept intact and treated as a whole. If Members move an amendment that amendment is carried, then that amendment will be incorporated. Otherwise, the Select Committee’s report goes through intact. The procedure envisaged here is the same.
