It has always been borne in mind. This Constituent Assembly, being a sovereign Body, the President has got absolute powers and that is not affected by mere rules. Nevertheless, we felt that it would be much better to precisely state why and how he would exercise those powers within the limits which is possible for us to envisage in our rules.
