Yes. All those amendments which want to create new provinces either by lumping together provinces or carving out parts of one province or by mixing together areas of one province with other provinces, are ruled out of order. Wherever any amendment impinges the boundary of one particular province today it is ruled out because it does not correspond with existing facts.
