My ruling is based upon one thing, viz., that we cannot by any amendment of the Schedule introduce any change in the existing state of affairs and in the Constitution we are providing only for those things which are today in existence and not for what we wish or what may come into existence later. Therefore, I say that these amendments which contemplate changes are ruled out.
