“That in amendment No. 443 of List II, for the proposed proviso to clause (4) of article 22, the following be substituted: ‘Provided that nothing in this clause shall authorise the detention of any person beyond the maximum period prescribed by any law under the authority conferred by Parliament under clause (7)’
