My second amendment is : “That in amendment No. 65 of Fourth List, after the existing proviso to the proposed new article 301-C, the following proviso be added :- “Provided that no change shall be made in the medium of instruction of any State University or in the language officially recognized in the law courts of a province or state without the previous sanction of Parliament.”
