Sir, I see the point that was attempted to be made by Shri M. Ananthasayanam Ayyangar; but I am not so sure that we should keep entirely to the language of a constitution that was made, I believe, 160 years ago. So I think I would meet his main object if he will agree to the alteration of this item as follows: “Piracies, felonies and offences against the law of nations committed on the high seas or in the air.”
