A 389-member body responsible for drafting India’s Constitution.

I know. But there is the House. I will say only one or two words. The expression “stability of the Government” is rather vague in the context of the new entry proposed by Dr. B. R. Ambedkar, namely, “preventive detention for reasons connected with the stability of the Government”. “Government” and “State” are different things.
