This is a question to which I and at least some Members of the House attach very considerable importance. It is only a quarter past eleven now and we have got a lot of time. If the learned Doctor would take half an hour, there could even be a recess for half an hour and we can meet again, and he can say definitely whether there is need of such entry or not. We have been discussing various entries. We have an entry for labour welfare. Still we have put in an entry for vocational training for labour. If in this case, Dr. Ambedkar came to the conclusion that in spite of the entry “Labour Welfare” being there, it was necessary specifically to provide for the vocational and technical training, of the same class of persons by an independent entry. I cannot understand why he should resort to far-fetched interpretation so far as children’s care is concerned. I hope, Sir, no damage will be done if we have an entry like the one I have proposed in the case of children.
