A petition made to the President by not less than one-tenth of the voters then on the register of voters of a constituency to recall its representative shall, in accordance with rules to be made by the Federal Legislature in that behalf, be submitted by referendum to the decision of the voters of the said constituency, and the decision of the voters by a majority of the votes recorded on such referendum shall be conclusive, and the representative shall cease to be the representative of such constituency from the date of the proclamation of the decision.
