47. Nothing in this Act shall affect or be deemed to have affected the prerogative of His Highness the Maharaja to make and pass Acts, Proclamations and Orders in His Highness’s discretion without reference to the Legislative Council or the Representative Assembly, which right is hereby declared to be and to have always been possessed and retained by His Highness the Maharaja.
