No new tax shall be levied in Mysore unless the opinion of the Assembly as to the levy of such tax shall have been ascertained; and notwithstanding anything contained in Sub-section (2) of Section 9, no bill for the levy of a new tax or the enhancement of any existing tax shall be introduced in the Legislative Council unless the opinion of the Assembly shall have been ascertained under Sub-section (1) of Section 9.
