This conference of the representative organisations of Bengal and of the representatives of Bengalee associations and delegates from the Bengali speaking areas in Bihar resolve that for cultural and linguistic consideration as well as in fulfilment of the pledge contained in the Congress election manifesto of the 11th December 1945 the Bengali speaking tracts now in Bihar and Orissa viz the district of Manbhum and the subdivision of Dhalbhum Jantara Dunka Dumka Pakur Rajmahal and that portion of Purnea which is to the east of the Mahananda Kalindri river and Natha Kathiar Manihari road and the state of Seraikela and other similar areas should be forthwith amalgamated with West Bengal province.
