A person charged in a Unit or Sub-Unit with a crime, who shall fly from justice and be found in another Unit or Sub-Unit shall on demand of the Executive Authority of the Unit or Sub-Unit from which he fled, be delivered up to be removed to the Unit or Sub-Unit having jurisdiction of the crime.
