The Heads of the Federation, Units and Sub-Units shall exercise their functions in accordance with the provisions of the Constitution and laws on the advice of their Ministers unless otherwise specifically authorised by the Constitution. The question whether any, and if so what, advice was tendered by Ministers shall not be inquired into any court.
