The Financial Statement of the Local Government shall be explained in the Local Legislative Council by the official in charge of the Local Finances two months before the commencement of the new year, and a printed copy of the same given to each Member, and a draft of the Statement placed on the editors’ table, and circulated among such of the political associations of the country as the officer in charge of the Local Finances may deem fit.
