Article 36. The members of the Council of State shall be chosen according to the following procedure:
(a) The following professional groups will nominate panels of ten names belonging to each profession: engineers, economists, scientists, medical men, jurists, historians. The Provincial Governments will appoint two our of each panel as members of the Council of State.
(b) The Provincial Governments will further appoint two persons from among those who have made outstanding contributions to modern thought in philosophy or the social sciences.(c) In addition, the Provincial Governments will appoint three civil servants as members of the Council of State.
