The Principle of sub-clause (1), which, now, according to draft above the House, applies only to the Federal Parliament will be extended by this amendment to membership of the legislatures of the Units. I have advisedly used the terms ‘Parliament’ and ‘Legislature’, because, under the principles adopted for drafting in connection with this document, “Parliament” applies to the legislature of the Federation and the word ‘Legislature’ is confined to the legislatures of the Units.
