Mr. President, the amendment of which I have given notice runs as follows.
“That for clause 15, the following be substituted:
‘Whenever the Governor is satisfied that there is a grave menace to the peace, and tranquillity of the Province or any part thereof, he may, in his discretion report to the President of the Federation. NOTE.–The President may take such action on the report under the emergency powers vested in him as he considers appropriate’.”
