Then there remains Ahmed Ibrahim Sahib Bahadur’s amendment,- “That on a consideration of the Report of the Advisory Committee on minorities, fundamental rights. etc. on minority rights this meeting of the, Constituent Assembly resolves that in case the elections to the Central and Provincial Legislatures are to be held on the basis of joint electorates for all communities with reservation of seats for minorities, the election should be held on the following basis:- ‘Out of the candidates who have secured at least 30 per cent of the votes polled of their own community, the candidate who secures the highest number of votes polled on the joint electoral roll shall be declared elected. In case there is no candidate, who has secured not less than 30 per cent of the votes polled of his own community, then out of the two candidates who secures the highest number of votes of their own community, that candidate shall be declared elected who secures the highest number of votes of the total votes polled’”
